The Senior Engagement Consultant sits within our consultancy team alongside the Smart Review, Independent Tenant Advice Service and Behavioural Insights programmes. |
ABOUT THE ROLE What you'll do as Senior Engagement Consultant.You will lead a varied portfolio of consultancy projects with member landlords. A typical month might include scoping a Smart Review with a housing association board, facilitating a scrutiny workshop with a tenant panel, drafting a tenant engagement strategy for a local authority client, and delivering a bespoke training session for a tenant board. You will be Tpas's senior face on these projects. Clients will look to you for direction, evidence and challenge. Internally you'll work closely with our Engagement Lead, our Training Manager and the Tpas Policy team. This is a senior, client-facing role suited to someone with substantial experience in tenant engagement, scrutiny or governance, either in-house at a landlord or as a consultant. |
KEY RESPONSIBILITIES Day to day, you will: |
| Lead Smart ReviewsScope, deliver and present Smart Reviews for landlord clients. Manage the relationship end-to-end from initial briefing to final panel feedback. |
| | Support scrutiny groupsFacilitate tenant scrutiny groups, design review topics, coach scrutineers and present findings to landlord boards. |
| | | | Deliver bespoke trainingDesign and deliver in-house training to member landlords and tenant groups on engagement, scrutiny, board governance and consumer standards. |
| | Support accreditationWork alongside the accreditation team on assessment panels, evidence reviews and renewal cycles. |
| | | | Represent TpasSpeak at sector events, contribute to policy submissions and represent Tpas at member meetings, networks and forums. |
| | Develop the offerHelp shape new consultancy products, identify member needs and contribute to commercial growth of the consultancy practice. |

ABOUT YOU Essential criteria.- Substantial professional experience (typically 5+ years) in tenant engagement, scrutiny, governance, customer voice or a closely related field.
- Demonstrable experience designing and delivering engagement or scrutiny activity at a senior level, either in-house at a landlord or as a consultant.
- Strong understanding of the Social Housing (Regulation) Act 2023, the consumer standards, the Tenant Satisfaction Measures and the wider regulatory context.
- Excellent facilitation skills: comfortable in front of board members, tenant scrutiny panels, frontline staff and mixed audiences.
- Confident, evidence-led writer. Able to translate complex assessments into clear reports and recommendations.
- A genuine commitment to resident voice in social housing, with the credibility to challenge clients constructively.
- Willingness to travel across England for client work, with overnight stays as required (typically 6 to 10 nights per quarter).

DESIRABLE Also valued.- Chartered Institute of Housing membership, or equivalent professional qualification.
- Experience working with tenant board members or Tenant Advisory Panels.
- Lived experience of social housing as a tenant or resident.
- Experience supporting accreditation schemes or evidence-based assessment frameworks.
